Kherson Agricultural Institute named after O. Tsyurupa, 1996 – “Industrial and Civil Construction,” qualification: Civil Engineer; National Transport University, 2004 – “Enterprise Economics,” qualification: Economist.

Has over 25 years of professional experience in the road industry, including more than 20 years in managerial positions within the system of subsidiary enterprises of JSC “SJSC Automobile Roads of Ukraine.”

After graduating from the Kherson Agricultural Institute in 1996, he began his career in the construction sector, gaining practical experience in organizing production processes. Since 2000, he has connected his professional career with the road industry by joining the State Enterprise “Kherson Oblavtodor,” where he gradually advanced from a Category II Engineer to the position of Director of the enterprise.

While holding management positions within the structure of Oblavtodor, Valerii Hrachov ensured the stable operation of the enterprise, organized the maintenance and repair of national and local roads, developed the material and technical base, and implemented modern roadwork technologies.

From 2014 to 2023, he served as Director of the State Enterprise “Kherson Oblavtodor,” effectively managing the company’s operations amid economic challenges and military aggression. Under his leadership, the team maintained continuous road maintenance across the region and ensured rapid response to the consequences of hostilities.

In 2025, he was appointed Deputy Chairman of the Board of JSC “SJSC Automobile Roads of Ukraine.”
