Created in accordance with the Decree of the President of Ukraine dated November 8, 2001, “On measures to improve the efficiency of road management in Ukraine,” and the Resolution of the Cabinet of Ministers of Ukraine dated February 28, 2002, No. 221 “On the establishment of the Open Joint Stock Company ‘State Joint Stock Company ‘Automobile Roads of Ukraine.’”
The founder and sole shareholder (100% of shares) of the State Joint Stock Company “Automobile Roads of Ukraine” is the state, represented by the State Road Agency of Ukraine (Ukravtodor). One of the company’s main tasks today is to carry out works related to the construction, repair, and maintenance of highways, bridges, and other road infrastructure facilities and elements.
The company performs road construction and maintenance works on public roads of national and local importance with a total length of 26,000 km.
The joint stock company consists of thirty-three subsidiary enterprises operating in all regions of Ukraine, which together include more than 277 branches (district road maintenance departments — raiavtodors, road maintenance administrations — DEU, and road maintenance divisions — DED).
Typically, raiavtodors are located in district centers and service local public roads within the corresponding district. The DEU and DED units service state roads based on the linear-territorial principle and are located in cities, urban-type settlements, and villages adjacent to the roads under their maintenance.
The main task of all branches is to ensure safe and uninterrupted traffic flow on Ukrainian roads, regardless of the season or weather conditions.
Every year, the company performs works worth about 2 billion UAH and constructs or repairs approximately 3,000 km of roads. Its subsidiaries possess all necessary production capacities, including more than 14,000 units of machinery, mechanisms, and specialized equipment required for road repair and maintenance, as well as asphalt and binder production facilities, quarries for extracting construction materials, bitumen-emulsion plants, and more.
Modern materials and advanced technologies are widely implemented in road construction works. Over 600 units of modern equipment, both foreign and domestic, have been purchased for this purpose, including specialized high-performance road repair machines Schafer, Wirtgen W2000 milling machines, Wirtgen HD-110 and HD-110K rollers, and Vogele asphalt pavers. The use of milling machines significantly improves pavement evenness and the quality of pothole repairs.
The company applies surface dressing and thin-layer pavement technologies using bitumen-emulsion methods, as well as recycling complexes that restore road surfaces and help save road-building materials. In the construction, repair, and reconstruction of highways, stone mastic asphalt (SMA) is used.
For the protection and strengthening of reinforced concrete structures of bridges and overpasses, polymer mixtures such as “Silol” and “Sico” are applied.
During winter maintenance, salt-based technologies are used — a modern and effective method to prevent icing using pure salt and saline solutions rather than combating slipperiness after it occurs.
The greatest asset of the joint stock company is its people. Subsidiary enterprises employ around 4,000 highly qualified professionals, including over 1,200 engineers and technical specialists with the necessary experience and education.
The company takes care to ensure proper working and leisure conditions for its employees and their families. In particular, industry recreation bases operate in Ukraine’s best resort areas — “Podillia,” in the mountains, “Dorozhnyk,” “Victoria,” and children’s health camps located on the shores of the Black and Azov Seas.
