On Monday, May 11, the acting Chairman of the Board of JSC “State Joint Stock Company “Automobile Roads of Ukraine” Oleksiy DOROSHENKO communicated with the Company’s employees during the open line. There were many calls, concerns, emotions during communication and at the same time constructive.

One such example was the situation in the SE “Kirovogradsky Oblavtodor” and the employees’ concerns about the quality of management of the enterprise.

Accordingly, Oleksiy DOROSHENKO immediately suggested that in order to resolve the situation, they meet with the heads of the branches of this SE, the head of the trade union, the chief accountant and the chief engineer of the enterprise in order to work out and make effective joint decisions.

And today, May 15 (Friday), this meeting took place in the office of JSC “State Joint-Stock Company “Automobile Roads of Ukraine”. The meeting was attended by 11 representatives of the State Enterprise “Kirovogradsky Oblavtodor”, 7 of whom were branch managers.

During the conversation, the representatives of the State Enterprise and Oleksiy DOROSHENKO discussed many important issues, but the main one was the issue of preserving the team of qualified road workers who have been working together for many years in the interests of the road industry and the country as a whole.

An important decision was made unanimously without any voting to give young and qualified employees the opportunity to show themselves to the maximum in the management positions of the State Enterprise.

That is why, at the suggestion of the The Chairmen of the Board of JSC “State Joint Stock Company “Automobile Roads of Ukraine” all those present supported the decision that the young, ambitious and highly professional head of the Malovyskiy District Road Transport Authority Alina LABUNETS will take on the key function of ensuring the management component at the enterprise and, after signing the relevant documents, will ensure its effective management.

For JSC “State Joint Stock Company “Automobile Roads of Ukraine”, the main thing is people who can ensure the result and vital activity of the Company, as a key operator of the country’s road infrastructure!

In Ukraine, extensive road surface restoration is ongoing: the elimination of damage over an area of 10 million m² is planned to be completed very soon. Despite the difficult conditions of wartime and limited funding, road workers are maintaining a high pace. At the same time, the need for repairs remains significantly greater, and the state continues to seek opportunities for additional sector funding. The true value of the leader of a large systemic company lies not only in their professional and organisational abilities. An important quality is their ability to establish personal communication with the company’s employees, to be open to communication, and to be able not only to listen but truly hear the person with whom they are speaking. On Monday, 11 May, an interaction took place between the Acting Chairman of the Board of JSC “Ukrainian Automobile Roads” Oleksiy Doroshenko and the company’s employees who had previously sent their questions, as well as those who called the open line. In order to provide the most substantiated answers according to the queries, the heads of all structural divisions of the company’s office were present at the meeting with the employees. Undoubtedly, considering the wage arrears accumulated by previous company leaders, the issue of timely payment in full of the specified funds was a key concern for employees of subsidiary enterprises and company branches.

Employees who called the helpline were also interested in issues related to the Company’s recovery and the effective operation of their divisions according to their core activities, organisational communication issues between the State Enterprise and the JSC branches, and the timeliness of contract review and signing with subcontractors. Considering that the Company’s management is currently conducting official investigations as part of an active policy to prevent potential corruption and cleanse the workforce of dishonest employees, as well as strategies for restoring subsidiaries (which previous management had driven to bankruptcy to acquire their assets cheaply), during Oleksiy Doroshenko’s discussions with employees concerned about the future of their state enterprises, a decision was made to invite this week the branch directors of this state enterprise, the head of the trade union, the chief accountant and the company engineer to Kyiv to develop joint solutions.

Undoubtedly, some people had previously sent extremely provocative questions to the head of the Company. However, the situation surprised everyone present in the Company’s office hall because those who wrote these questions did not answer the calls from Oleksiy DOROSHENKO, which he made via video link. Those who are used to hiding behind the cover of anonymous Telegram channels, as always, were not ready to communicate with an open face.

On the night of 8 to 9 May, a group of unidentified individuals attacked one of the production bases of SE “Volynoblavtodor” in the city of Lutsk. Methodically and brutally, the windows of specialized equipment used by the enterprise for road maintenance work in the region were broken. Damage was caused to equipment, which was mutilated and smashed. Windows in all the rooms of the production base were also broken. Unfortunately, by today this is no longer an isolated case of attempts by external individuals to influence the stability of the operations of JSC “State Company “Roads of Ukraine”. Sending fake letters through the regional road system, false reports to the police emergency line about the alleged placement of an enemy flag at the company’s central office, technical damage to the management’s vehicles and much more are clear attempts to intimidate the company’s staff and instill fear in the minds of its employees. THE GOAL is simple – to hinder the recovery of the largest operator in Ukraine’s road sector!

We officially and confidently declare to all those who previously used the Company’s state property at their own discretion as if it were their own, and methodically tried to destroy it for personal profit. JSC “Ukrainian Roadways” will continue to: cleanse the Company of corrupt and dishonest employees; return movable and immovable property of the Company that was previously stolen and used for years by private enterprises for their own interests; restore those subsidiaries that were driven to bankruptcy by previous management in order to acquire their assets cheaply. Threatening the Company and its staff with criminal actions will bring criminals no benefit or effect. The management of JSC “Ukrainian Roadways” responsibly emphasises that the restoration of the Company will continue further. We are working for the interests of the State and are creating, based on our Company, a key operator of Ukraine’s critical infrastructure!

JSC “State Joint-Stock Company “Automobile Roads of Ukraine” continues systematic work on entering into the State Register of property damaged and destroyed as a result of hostilities, terrorist acts, sabotage caused by the armed aggression of the Russian Federation against Ukraine, real estate objects owned by the Company and its subsidiaries.

According to preliminary calculations:

• the minimum amount of lost profit is over 3,400,000,000 UAH.
• the amount of direct losses is estimated at over 870,000,000 UAH.
• As of 08.05.2026, 36 objects have already been entered into the Register of Damaged and Destroyed Property (RPZM), of which in:

Dnipropetrovsk region – 1 (18 buildings and 65 units of movable property – damage at the level of 80-100%);

Kyiv region – 2 (destroyed: 5 buildings – damage at the level of 40-80%, and 5 buildings – 20-40%. Also destroyed 27 units of movable property);

Kirovohrad region – 1 (8 buildings damaged – additional damage was received by a loader and an asphalt concrete plant (ABZ));

Mykolaiv region – 1 (6 buildings damaged – degree of damage 40-80%. Also destroyed 6 units of movable property);

Poltava region – 1 (2 buildings damaged – degree of damage 80-100%);

Sumy region – 4 (9 buildings damaged, of which: 6 – degree of damage 80-100%, 3 – degree of damage 40-80%. Also destroyed 19 units of movable property including ABZ);

Kharkiv region – 23 (20 production bases damaged – degree of damage: 7 bases – 20%, 5 bases – 20-40%, 7 bases – 40-80%. 1 base almost completely destroyed and not subject to restoration);

Kherson region – 3 (almost all property stolen, control over most production bases lost, other production bases destroyed).

Considering that missile and drone attacks and artillery shelling by the enemy lead to the destruction of movable and immovable property of the Company – recording the specified losses is extremely important, because it forms the basis for determining the amount of future compensation at the expense of the seized assets of the aggressor country.

The terrifying photos of a Russian missile landing at the production base of one of the regional road construction companies of JSC “State Joint – Stock Company “Automobile Roads of Ukraine” are striking.

The ballistic hit on a peaceful state-owned road enterprise, which worked practically around the clock on the country’s roads, providing traffic and removing snowdrifts from them, does not obey any logic.

– Production and administrative premises were destroyed, specialized road equipment and mechanisms were destroyed.

What the Russian barbarians did to the equipment that went out on the roads every day as part of road repair teams is not clear.

The enemy, in his impotent rage, is committing ever greater crimes and after the terrible shelling of the energy infrastructure, hits on trains and depots of the Ukrainian railway, has now begun hunting for the equipment and production facilities of the regional road construction companies.

In this regard, the safety of road transport in the country and the provision of a key systemic state-owned company, which is able to lend the State a shoulder in difficult times, with additional resources in the form of equipment (both for horizontal and vertical construction) – receive a fundamentally different vision.

Let us recall that it was JSC “State Joint-Stock Company “Automobile Roads of Ukraine” that provided more than 40% of road crews and more than 37% of special equipment during the peak days of the fight against the winter elements. And now, support from the government, as well as international organizations, funds, donors, and international companies in the field of road construction and operation, on whose balance sheet there are thousands of units of equipment used in the construction and operation of roads, but which have already been decommissioned due to the renewal of the technological and automotive fleet, is extremely important.
